Its a simple fix, dont wash non-complient propertys. I realize you have lots of old propertys built prior to 1984.
If you reclaim on those and use proper technic on those built to complience then you should have no problem.
Fleet and car wahing is not legal anywhere that i'm aware of except in a care wash or pad so you can reclaim the solids for proper disposal.
cart washing without a pad can be hazordous as well. Thats why retailone is the largest in cali and US.
