Unemployment is only 5.7%. (that is the statistic that was reported this morning.) That is as low as it ever was under Clinton. 4% is considered nominal, or absolute full employment. Sorry to burst your bubble. Believe me, I have offered plenty of jobs to homeless, and have been uniformly turned down. There was one exception, but he only lasted three months before he decided that I was too rich and that I could afford to pay him to sleep in teh truck. For what it is worth, when I hired him, I asked him what he wanted to get paid, he said $8 an hour. I paid him $12, and that was still the result I got.
Depending on your local laws and regulations, if it was posted no trespassing, no loitering, it would probably have an effect. Even if there was just a sign with threats of prosecution, it would probably reduce the problem.
