I am preparing a seminar for EPA Region 6 Regulators on the effect of “Cosmetic Cleaning Ordinances & Regulations” on Storm Sewer Water. “MS4 Ordinances for Cosmetic Cleaning

BMPs & Regulations for
Mobile Power Wash Cosmetic Cleaning

We will explain the Cosmetic Cleaning Ordinances of Houston, San Antonio, Fort Worth, Oklahoma City, BASMAA (Bay Area Stormwater Management Agencies Association). Some of these ordinances have been in affect for over 12 years and their impact on the MS4s will be presented. Models for Ordinances, Contractor Training & Certification, and BMPS will be demonstrated along with the model ordinance on the EPA’s website at EPA > Model Ordinances to Protect Local Resources > Preface for cosmetic cleaning.

Presentation will be moderated by Robert M. Hinderliter, President of Delco Cleaning Systems of Fort Worth who was instrumental in the development of Fort Worth Cosmetic Cleaning Ordinance. Also a panel of regulators will answers question about the effectiveness of regulations in their municipalities.”

According to Brent Larsen, NPDES Permit Branch, EPA Region 6, the information that I will need for the presentation is contained in your NPDES Permit, IDDE (Illicit Discharge Detection and Elimination) Section - Monitoring Program Results. Specifically I need the Detergents and FOG (Fats, Oil, and Grease) detected in the storm drains as a percentage over time. As an example the Detergents detected in the storm drains before the Fort Worth Cosmetic Cleaning Ordinance was passed were over 65%. And after the ordinance was passed the detergents in the storm drains has varied from 4% to 14% since January 2, 1996 giving us a 12 year history.

What I need to graph for the presentation is the effect the Cosmetic Cleaning Ordinances on the Illicit Discharges (detergents) into the MS4s (storm drains) as compared to specifics of the Cosmetic Cleaning Ordinances or BMPs.

What I specifically need to know about the Cosmetic Cleaning Ordinance or BMP is: were discharges allowed to the Sanitary Sewer Systems and if so under what conditions. Or were the discharges to the MS4 simply prohibited?

they are making sure residential guys comply also? Full and total reclaim.

Will this include Maryland?

We should be more responsible about stripping those log homes and make sure we tarp and reclaim all materials and water used in cleaning.

Cobb Blasting should take off as the correct way to do this. Tarping the entire project before so we can also keep the air clean.

Are we using alternate fuels, the emission on diesel is killing all of us. We are using electric and propane as much as possible.

We need to make sure all comply with BMP, they should not just pertain to commercial guys, all residential guys also.

I hope all know and realize they need permits, it doesnt matter where you live.

Since your post was specifically targeted at us, it seems you have an axe to grind and what prompted this escapes reason here.

No, I saw the no powerwash BMP in GA, its wonderful.

You guys need to rethink this stuff and really be educated.

In GA the property owners didnt do there part. Not the PW.

I thought the study was comparing the amount of wash water that was entering the storm drains before the ordinance was passed in Fort Worth. That seems like it would be a great thing to me. I want to prove to the authorities that our reclaim methods are working and making a huge difference and by allowing us to have access to Sanitary Sewer, we can take care of the wash water ourselves instead of hauling it all over the state. Isnt that what this is all about?

I don't know what axe it is you feel the need to grind, but you are not in MD. Worry about commercial flatwork in AZ. I don't think you have even one clue what reclaiming water in MD in a residential area off a deck would mean.

I'm not sure but I think thats the point he is trying to make. When you are pushing reclaim in areas that you don't need reclaim such as many commercial properties, they may start to think reclaim is needed everywhere! Even residential and may pass unnecessary regulations in our area or your area or anyones area. I may be wrong

I don't know Robert, just what I saw of him at the ACR RT, but to an uneducated eye, it looks like possibly he may want to bring the reclaim subject up to the EPA, municipalities or who evers attention and sell the reclaim equipment his company sells. I know very little on the subject like most. I think reclaim scares a lot of people. Even those that follow all the current rules other ways other than reclaiming. Most know of someone with reclaim and its never used, but they bought it because they thought it was needed.

I like diverting etc But if you get some crazy municipality saying PWers have to reclaim everything, it could screw with our industry if I have to reclaim buildings or you a deck or the house wash guy.

I wish I knew more about the subject to give a more educated response, but I don't
