Local law

I have read several things on reclaiming and waste water managment, But I looked up my local law and they seem very lacking.

I understand the reclaiming part and disposal, but I read nothing about filtering and returning to landscaping and or grass. It starts to talk about it on the first page but is worded kind of odd to me. Someone enlighten me please.
