The research I did last year for a deck we bid on one of the large lakes in Ga. was clean with water and pressure only and stain with water based stains....no spraying roll on only.This came from Ga. DNR and Corp. of Engineers.
It'll vary from one state to the next so calling the DNR and the Corp of Engineers will save you some frustration.Just be prepared to be on the phone until they figure out who really know what the answer is.(I spent the better part of a day calling people to get the answers I did.) If they can pull the dock out have them do it and strip it on land.If they can not do that clean the dock with cold water and try sanding it with a sawdust collector on your sander. Ask the DNR if this is ok in your area.

Thank you Ryan - although I never saw where the job was completed?????? Did someone do this dock successfully?

Pretty much, Celeste.. You tear up a nice amount of the wood while you are at it if the stain is fairly fresh. I think this method is definitely outdated but in this type of scenario a neccesary evil to meet code.
