Does anyone have a efficient way of cleaning the white residue off of the blacktop, after cleaning the concrete?

What is the white? got pics? caustic,soap ?

no pics. it's from the concrete, soap and bleach.

Pre wet the asphalt before applying the chems, limit the runoff to a minimum, and rinse very well.

Like they said above, keeping it wet to avoid the residue from adhering. But if it is already dried, use the same product you're using on the concrete to re-wet it and help break it back down.
