nothing but a another silicone based sealer will work on any concrete AFTER SILICON HAS BEEN APPLIED.
My suggestion would be to clean it very well and go to home depot and buy concrete resurfacier and skim coat the whole driveway and start from their. |

If you are going to restain the drive way in a similar color,Then you could think about using a trezzo grinder.(ask the guy at your local rental yard). Use the lava rock blocks.The'll know what you mean.
The grinder is a good choice for cement overlays or sealing.The grinder removes surface contamination and helps to distribute uneveness caused from whether pitting,high traffic or abuse common with normal wear and tear.(it helps smooth it out so the new sealer looks more uniform).
