I've seen cleaners specialized to clean trailers like that sold at Tractor Supply Company and Northern, I would start with those.

If the paint rubs off on your hand when you wipe it the trailer is oxidized and can be cleaned with several differnt types of cleaners. If it is stained in the paint you may have to buff the surface with a polishing compound to remove the stain (and a small layer of paint). Z greaser would probably do the job or limonene might work well too.
