Mikew,
We had similar restrictions in southwest Ga. last year.The restrictions did not effect PWing companies or other comapnies that require water to complete their work.We tried to schedule residential work to coincide with the odd/even schedule to keep neighbors from complaining. Call your local water district and ask what they will require during the restrictions. As long as you are a legal entity (read: licensed, legally operating, and legitimate business registered with the county/city) then you can complete your commercial operations.
