Oh god - 17% - that's liquid gold - Chris Tucker pointed out before that a chemist told him that 12.5% isn't 2.4x stronger than 5.25% - it has more like 3 to 4 times the oxidizing power. So I am sure that 17% isn't just 36% stronger either. I'd be very careful and not make atrociously strong mixes - I am sure that stuff can be spread out way way thin.

Most Sodium Hypochlorite starts out at 16 to 17 percent, and quickly fades down to 10 to 12 percent.

Yes, one would not do Laundry with just bleach, needs a little soap, preferrably one designed to work WITH Chlorine.
But any soap may be used, as long as it is used right away. Soaps not designed for chlorine will weaken it over time. Plenty of people just use Ajax or dawn, and use it right away.
