That doesnt seem right. In a tank stored outside in an enclosed trailer, over 30 days it loses its cleaning proficiency. I stuck a pool strip in it and got 'no free chlorine' reading. That may be different than available chlorine but the cleaning power is markedly reduced. just touching it tells you that its lost power. If it isnt warm when you rub some between your fingers, it aint gonna clean.

Light does effect light sensitive chemicals like Sodium Hypochlorite/Bleach.
